File through INBiz. The articles name a registered agent with an Indiana street address. Indiana has no annual report and no franchise tax; miss the two-year report and the LLC is marked delinquent and then administratively dissolved.

Register for taxOpens after step 1
Register before the first sale and post the certificate at each location. Indiana sales tax is a flat 7% with no local add-on, but many counties levy a 1% or 2% food and beverage tax on restaurant sales that is filed with the state return. Employers also withhold county income tax by the employee’s county of residence.

Indianapolis and most other Indiana cities issue no general storefront license, so the state registrations and the health, alcohol and building approvals are the whole list for most types. Ask the clerk whether an ordinance covers your trade (food, alcohol, pet sales, peddling) before signing the lease.

Approve the spaceOpens after step 2
Confirm the zoning allows your use before signing. Indiana is unusual: any commercial construction, alteration or change of use needs a construction design release from the state fire and building division before the local building permit is issued, so plans are filed with the state first. The local building department inspects and issues the certificate of occupancy, which the health department and the alcohol board both ask for.

The state writes the code and the county enforces it: submit the floor plan, menu and equipment list to the local health department before building out, pass the pre-opening inspection, then post the license. Restaurants, bars, coffee shops, bakeries and ice cream shops are all retail food establishments under the rule.

Every retail food establishment needs at least one certified food handler, responsible for all hours of operation though not required on site at all times, holding a certificate from an exam recognized by the Conference for Food Protection. A new establishment has six months from opening to comply and three months to replace a certified person who leaves. The rule is exam based, and an online food handler card does not satisfy it.

Workers’ compensation insurance is required for every employer from the first employee, with no minimum headcount, and the Board fines uninsured employers. Register with DWD once wages are paid, and report each new hire within 20 days.
The free location checkWho lives and works around an address, the bakeries already there and the traffic on its road, from public records.
The full reportWhether the rules allow a bakery at that address, the rent it supports, what has opened and closed nearby, and the questions to settle before signing.
No account. The bakery check reads public records at the address itself.
