File online through the Secretary of State’s Corporations Online Filing System. The certificate names a registered agent with an Arkansas street address. The franchise tax is a flat tax, not a report of activity, and it is filed with the Secretary of State rather than the tax department; miss it and penalties accrue until the LLC is revoked.

Needed whenever the business trades under any name other than the owner’s legal name or the LLC’s registered name. An LLC files with the Secretary of State and, outside Pulaski County, also sends a copy to the clerk of the county where its registered office sits.

Register for taxOpens after step 1
Register in ATAP before the first sale and allow up to two weeks for the permit; the application asks for the signed lease and a bill of sale for any equipment or inventory bought from a prior business. The permit must be posted. Cities and counties add their own sales tax, collected on the same return, and many cities also levy an advertising and promotion tax on prepared food and drink that restaurants remit to the city’s A&P commission.

Arkansas has no statewide general business license, but most cities license every business inside their limits and check the zoning before issuing. Apply through the city after the lease is signed and before opening; the sales tax permit comes first.

Approve the spaceOpens after step 2
Confirm the zoning allows your use before signing; a change of use needs building permits and inspections, and the certificate of occupancy comes before the city business license, the health permit and the ABC permit. In Little Rock the business license application itself goes through Planning and Development for the zoning check.

Hair and nail salons apply to the Cosmetology Section online before opening and are inspected; barbershops apply online at arbarber.com and the Board no longer takes cash or checks. A shop that changes owner or address files a new application. Every practitioner holds their own license and it is posted at the station.

Hire only licensed practitioners. Arkansas licenses cosmetologists, manicurists, estheticians and electrologists through the Department of Health and barbers through the separate Barber Board, so a shop offering both barbering and cosmetology services needs both licenses on its wall.

Before the first hireOpens after step 4
Workers’ compensation insurance is required once the business has three or more employees (two for building or building repair work), and the Commission tells smaller employers to check before assuming they are exempt. Report each new hire or rehire within 20 days through the Division’s New Hire Registry.
The free location checkWho lives and works around an address, the hair salons already there and the traffic on its road, from public records.
The full reportWhether the rules allow a hair salon at that address, the rent it supports, what has opened and closed nearby, and the questions to settle before signing.
No account. The hair salon check reads public records at the address itself.
