9 licenses, permits and registrations, in the order to get them

Every row checked against its agency’s page; the latest on Oct 17, 2026.

  1. Set up the business

    • Articles of organization (LLC) and the annual registration

File on eCorp. The articles need a Georgia registered agent with a street address. An LLC that misses two annual registrations is dissolved administratively and pays $250 to reinstate.

    • Trade name registration (DBA)

Needed when the business trades under a name other than the owner’s or the entity’s exact registered name, before it opens under that name. Many counties take the filing only through eFileGA.

  2. Register for tax

    • Georgia Tax Center registration (sales and use tax, withholding)

Register online at gtc.dor.ga.gov before the first sale; the account number arrives by email, usually within 15 minutes. Add the withholding account in the same application once you have employees. Alcohol licenses are applied for through the same portal.

    • Occupation tax certificate (the local business license)

Georgia has no statewide business license; this certificate is the one you post. The application needs a notarized SAVE affidavit of lawful presence, and a business with more than 10 employees must attest to E-Verify registration before the certificate issues. File with one jurisdiction, not both.

  3. Approve the space

    • Zoning approval and certificate of occupancy

Confirm the zoning allows your use before signing the lease; most occupation tax offices ask for the zoning sign-off and a certificate of occupancy for the address before issuing the certificate. Build-out permits come from the same office.

  4. Get the permits for your kind of business

    • Salon or shop license

One license per location, issued before the shop opens and again within 30 days of a change of owner; apply through GOALS. The shop license is separate from the local occupation tax certificate. Every operator holds their own license.

    • Licensed master cosmetologists, nail technicians, estheticians and barbers

Hire only licensed operators and keep each license posted at the station. Georgia licenses master cosmetologists, hair designers, estheticians, nail technicians and barbers separately, and booth renters need their own occupation tax certificate.

  5. Before the first hire

    • Georgia Department of Labor tax account, new hire reporting and workers’ compensation

File the DOL-1A (or register through the Employer Portal) right after the first Georgia payroll. Report each new hire within 10 days at ga-newhire.com. Workers’ compensation insurance is required once you regularly employ three or more people, counting officers and LLC members.
