Who needs health certificates for every dog or cat sold in Florida?

Issued by Florida Department of Agriculture and Consumer Services (Florida Pet Law, section 828.29), at step 4 of 6 in the opening sequence: get the permits for your kind of business.

1 of the 20 kinds of business in Florida

Grooming and supply sales need no state animal license. Selling dogs or cats does: each animal carries an official certificate of veterinary inspection with its vaccines, deworming and tests, one copy goes to the buyer and the seller keeps a copy for a year. Some counties and cities limit pet sales further.
