Who needs a liquor by the drink license (PLB) or on-premises beer and wine permit (PBW) in South Carolina?

Issued by South Carolina Department of Revenue, Alcohol Beverage Licensing, at step 5 of 6 in the opening sequence: alcohol permits.

6 of the 20 kinds of business in South Carolina

Hold the retail license first, then apply on MyDORWAY with the lease, the floor plan and the owners’ disclosures; the Department posts notice at the premises and a State Law Enforcement Division agent inspects. The liquor license goes to a business bona fide engaged primarily and substantially in preparing and serving meals, so a bar needs a kitchen and a menu; a brewery taproom or a wine bar without one holds the beer and wine permit, which covers consumption on the premises seven days a week and to-go sales Monday through Saturday. The license fee is prorated to the county’s cycle after approval.
