Draft. These 11 rows were drafted from the agencies' own pages in October 2026 and 1 still waits to be confirmed against the agency; one carries a note on what to check. Open the official page before you pay anything.

File online through the Oregon Business Registry. The articles name a registered agent with an Oregon street address. The Division mails a renewal notice about 45 days before the anniversary; a missed report puts the LLC in inactive status and then dissolves it.

Register for taxOpens after step 1
Register for the BIN through Revenue Online before the first paycheck; it is the one account for withholding, unemployment insurance, the statewide transit tax and Paid Leave Oregon, all filed on the combined quarterly return. A storefront under the CAT thresholds has no state tax registration to make until it hires.

Register with the Portland Revenue Division within 60 days of starting business in the city or county. Elsewhere ask the city clerk or finance office whether a license applies; Eugene licenses only a few activities, and some cities license every storefront.

Confirm the zoning allows your use before signing; a change of occupancy needs building permits and inspections, and the certificate of occupancy comes before the county health license and the OLCC license, which both ask the local government to sign off on the premises.

Get the permits for your kind of businessOpens after step 3
Submit the plan review with the menu, the floor plan and the equipment list before building out, then pass the pre-opening inspection. Restaurants, bars, coffee shops, bakeries and ice cream shops with seating are all restaurants under ORS 624; a counter-only shop may qualify as limited service. The license expires December 31 whatever the opening date, and an expired license costs $100 to reinstate.

Oregon does not require a certified food protection manager; instead every cook, server, dishwasher and delivery driver who handles food holds an Oregon food handler card within 30 days of starting, from the state’s own online test or an approved provider. A food manager certificate is accepted in place of the card. Cards from other states are not valid.

Alcohol permitsOpens after step 4
A full on-premises license is for a business that serves meals or runs a commercial establishment; it covers spirits by the drink, and the limited license covers beer, wine and cider. Apply online with the floor plan and the lease, take it to the city or county for its recommendation, and expect the OLCC investigator’s visit; servers hold an OLCC service permit and the business carries liquor liability insurance. Allow 60 to 90 days.

A brewery-public house is both a supplier and a retailer: it brews, serves its own and other makers’ beer, wine and cider by the glass and to go, and may wholesale up to 7,500 barrels a year. A brewery license with consumption privileges lets a larger producer run a taproom and self-distribute. The federal TTB brewer’s notice comes first and the local government signs off on the premises.

The full reportWhether the rules allow a brewery taproom at that address, the rent it supports, what has opened and closed nearby, and the questions to settle before signing.
No account. The brewery taproom check reads public records at the address itself.
