7 licenses, permits and registrations, in the order to get them

Every row checked against its agency’s page; the latest on Oct 17, 2026.

  1. Set up the business

    • Articles of organization (LLC) or a business certificate

An LLC keeps your personal assets apart from the business and is what landlords and lenders expect on a lease. New York’s publication step is the one people miss: without the certificate of publication the LLC’s authority to do business is suspended after 120 days.

    • Employer Identification Number (EIN)

Needed to hire, to open a business bank account and for the state registrations. Issued at once online.

  2. Register for tax

    • Sales tax Certificate of Authority

Apply at least 20 days before the first sale; nothing may be sold until the certificate arrives, and it is displayed at the counter. Operating without one can cost up to $10,000 in penalties.

  3. Approve the space

    • Certificate of occupancy or letter of no objection

Check the building’s certificate of occupancy before signing: if your use group matches and the exits are unchanged, a letter of no objection may be all a license needs; if the use changes (a store becoming a restaurant), plan for an architect’s filing, build-out and a new certificate. Outside the city, the town building inspector issues occupancy approval.

  4. Get the permits for your kind of business

    • Appearance enhancement business license

Covers cosmetology, esthetics, nail specialty, natural hair styling and waxing businesses, with liability insurance and a surety bond on file. Anyone renting a chair holds an area renter license. Barbering needs the separate barber shop license.

    • Licensed cosmetologists, nail specialists, estheticians and barbers

Everyone who cuts, colors, waxes or does nails holds an individual license after the school hours and the state exam. Hiring unlicensed staff puts the business license at risk.

  5. Before the first hire

    • Employer registration for unemployment insurance and withholding (NYS-100)

One registration covers unemployment insurance, withholding and wage reporting; have the EIN first. New York also requires disability and paid family leave coverage and workers’ compensation from the first employee, through an insurer.
