File online through the Secretary of State’s business filing portal. The articles name a registered agent with an Oklahoma street address. The annual certificate is a short confirmation, not a report; miss it and the LLC loses good standing and is eventually cancelled.

Needed when the business trades under any name other than the owner’s legal name or the LLC’s registered name. Filed with the Secretary of State, not the county, and it does not expire.

Register for taxOpens after step 1
Register on OkTAP before the first sale; the permit must be posted at each location. The same registration opens the withholding account once you have employees. Cities and counties add their own sales tax on top of the 4.5% state rate, all collected on the one return.

There is no general state or city business license to buy, but the city is where the alcohol occupation tax, the food-related city licenses in Tulsa, kennel and pet shop licenses and other trade licenses are filed. Ask the city clerk or licensing office what your trade needs before signing the lease.

Approve the spaceOpens after step 2
Confirm the zoning allows your use before signing; a change of use needs building permits and inspections, and the certificate of occupancy comes before the health inspection and the ABLE license. Outside city limits the county has little zoning, but the state license still needs the fire marshal’s sign-off for assembly uses.

Submit the plan review with the menu, the floor plan and the equipment list before building out, then pass the pre-opening inspection and pay the license fee to OSDH. One state license covers restaurants, bars, coffee shops, bakeries and ice cream shops; the two county departments run the inspections and plan reviews in their counties under the same state code.

The state code lets the person in charge show food safety knowledge by holding an accredited manager certificate, by a clean inspection or by answering the inspector. In Oklahoma City and the surrounding cities OCCHD inspects, every establishment handling unpackaged temperature controlled food must have at least one nationally certified food manager on staff. Tulsa County requires a food handler permit for each employee.

Alcohol permitsOpens after step 4
A mixed beverage license is issued only in a county whose voters have approved by-the-drink sales; most have, and Sunday sales need a separate county vote. Apply online with the lease, the floor plan, the certificate of occupancy, the sales tax permit and the owners’ background checks, then pay the city or county occupation tax before opening. Every server holds an ABLE employee license.

Before the first hireOpens after step 5
Register with OESC through EZ Tax Express once you pay wages. Report each new hire to OESC within 20 days of the start date. Workers’ compensation insurance is required from the first employee, full or part time; the exemptions are narrow (small farm payrolls, some family and domestic workers) and an LLC cannot use the sole proprietor exemption. Fines run per day without coverage.
The free location checkWho lives and works around an address, the pizza shops already there and the traffic on its road, from public records.
The full reportWhether the rules allow a pizza shop at that address, the rent it supports, what has opened and closed nearby, and the questions to settle before signing.
No account. The pizza shop check reads public records at the address itself.
