The annual report fee rose from $20 to $80 in July 2020 when the business entity tax was repealed, and the report window is the same for every LLC whatever its formation date.

Needed whenever a sole proprietor, LLC or corporation trades under any name other than the owner’s legal name or the entity’s registered name. Since January 1, 2025 a certificate expires five years after filing, and certificates filed before then expire on December 31, 2029. Filing in the wrong town or not at all carries a $500 penalty.

Licensing is by activity: food through the local health department, liquor through the Department of Consumer Protection, practitioners through the Department of Public Health. Connecticut adopted the FDA Food Code in February 2023 and the local health director licenses and inspects under it. Submit plans to the health department before building out, pass the pre-opening inspection, then post the license. Class 1 is prepackaged food and drinks only (many coffee shops); a kitchen that cooks and holds hot food is Class 3 or 4, and the fee and inspection frequency rise with the class.

Every Class 2, 3 and 4 food establishment employs at least one certified food protection manager who has passed an accredited exam; the local application asks for the name before the license issues. Replace a departing manager within the time the health department sets. The certificate replaced the old qualified food operator in 2023 and expires after five years.

A restaurant permit needs a kitchen and food service; a cafe permit (a bar) does not. Apply online with the lease, floor plan, zoning officer’s sign-off and owners’ disclosures; the Division then sends the placard to post on the door and the notice to publish twice in a local newspaper. Ten residents of the town may file a remonstrance within three weeks of the last publication, which forces a hearing. A town may be dry by local option. Allow about two months, or ask for a provisional permit. Ask the Division whether the application fee is inside these figures when you apply.

The manufacturer permit for beer lets the taproom sell its own beer by the glass and to take home at the brewery, with the statute’s limits on the per-person daily amount, and ship to wholesalers. A brew pub permit ties the brewing to a restaurant and must brew at least 5,000 gallons a year. The federal TTB brewer’s notice comes first, and the town’s zoning sign-off, placard and newspaper notice apply as for any permit.
