Who needs all-beverages license (or the on-premises beer and wine license) in Montana?

Issued by Montana Department of Revenue, Alcoholic Beverage Control Division, at step 5 of 6 in the opening sequence: alcohol permits.

6 of the 20 kinds of business in Montana

The Division keeps a quota sheet by town. When a quota opens, the new license is sold by competitive bid with a minimum bid of 75% of market value; otherwise you buy and transfer an existing license, and the Division approves the buyer, the premises and the floor plan before anything is poured. The all-beverages license also allows gambling machines; a beer and wine licensee cannot pour spirits.
