Who needs a retail pet store registration (2024 law) and local animal licenses in Indiana?

Issued by Indiana State Board of Animal Health; your city or county animal care and control, at step 4 of 6 in the opening sequence: get the permits for your kind of business.

1 of the 20 kinds of business in Indiana

Since July 1, 2024 a retail pet store selling dogs registers with the Board, buys only from registered and certified breeders without recent federal Animal Welfare Act citations, microchips each dog before sale and sells to adults only; the Board inspects at random from July 2025, and an unregistered store faces a civil penalty of up to $10,000. The same law voided local bans on pet store dog sales but left cities free to license and inspect stores. A groomer or boarding kennel asks the local animal control office whether a kennel license applies.
